What is the purpose of the $1.24 operating levy proposal?
The revenue from the $1.24 levy will be used to repay a lease financing over 20 years that will fund the following projects:
A new high school building, library, and kindergarten wing.
The renovation of the existing high school to convert to an elementary school.
Other repairs and improvements to or re-placement of existing facilities.

 

Why now?
With the current interest rate market at historical lows, this is the time to invest in our schools to upgrade and improve our facilities.
If the projects are delayed until next year or later, the cost of borrowing as well as the projects are likely to be much higher.


What is the cost associated with the operating levy increase?
The passage of Proposition K.I.D.S. would allow an operating levy increase of $1.24 per $100 of assessed valuation.

Can I vote by absentee ballot?
Yes, the Carter County Clerk will accept requests for absentee ballots through the mail until March 25, 2020. People can vote in the County Clerk's office by absentee ballot through April 6, 2020. To be valid, all mailed absentee ballots must be received by April 7, 2020. (The election has been rescheduled to June 2, 2020 by order of Governor Parsons on March 18, 2020 due to COVID-19)

Ballot Language
Shall the Board of Education of the East Carter County R-II School District, Missouri, be authorized to increase the operating tax levy by $1.2400 per on hundred dollars of assessed valuation through Tax Year 2039 in order to provide funds for the site development, construction, equipping and furnishing of a new high school building, library, and kindergarten wing; renovation of the existing high school to convert to an elementary school; to the extent funds are available, complete other repairs and improvements to or replacement of existing district facilities?

(If this proposition is approved, the adjusted operating levy of the District is estimated to increase by $1.2400 from $2.7500 currently, to $3.9900 per one hundred dollars of assessed valuation for the Tax Year 2020 and can be applied to the assessed valuation for each year thereafter through Tax Year 2039.)
